Artistic education

How many children are going to school today and are completely frustrated due to their inability to do well in Academia and yet they are extremely creative in the artistic sense.

 

We have no systems in place to see the creativity in our schools as the class sizes are too big - average size in my local school is about 28-30. 

How can one expect a teacher to see the frustration of a child or to see their creativity.  Primary school education should be at the forefront of any Government investment and if the state can get this right, then all of society can benefit. 
This is not a political ideology but a practical view and I still cannot understand the lack of Government will, to implement more Art in the School's syllabus.
